As you know, Lindsay, I agree with your main points. But a local congregation that isn't taking steps to be disability inclusive is not only probably "doing it poorly," they're also in direct opposition of the Toward Full Compliance document that was adopted by Synod 1993. That document sets full compliance with the ADA as the minimal "framework in which the denomination would meet its obligations to members, worshipers, and others with disabilities." As Judy Heumann points out, legal compliance to eliminate physical barriers is compatible with all sorts of attitudinal barriers. Alas, all too many CRC congregations are still characterized by both.
