Can an individual make a large investment into the CRC Extension Fund?

Our church had a small mortgage with CRC Extension Fund.  We have now paid it off but they had registered a lien against our church property which they now refuse to remove.  We need this removed as we have sold a small portion of land at the back of the church property.  However, we cannot complete this sale with the lien attached and Dave at CRC Extension Fund is not willing to remove the lien even though the mortgage has been fully paid.  He will also not reply to my calls and emails.
