Raise Funding Through Church to Receive Tax Benefit?

I’m trying to track down some information concerning missionary support. A young person in our church is entering a missionary program. They are wondering if they can raise funding (which is part of the program) through the church so that their donors can receive the tax benefit. Is this possible/ethical/allowed?
